LED pool lighting in Central Texas: color, brightness and dark sky rules

The lights in the pool walls are the easy part. Color, brightness, control and the dark sky rules around the deck are where the decisions are.

LED pool lighting is the standard choice for a new or renovated pool in Central Texas, because LEDs use a fraction of the power of the incandescent lights they replace, last far longer, and can be dimmed or changed in color from a phone. The decisions that matter are color, brightness and control, and in Liberty Hill and a growing list of Hill Country towns, how the lights around the pool are shielded.

Why does pool lighting matter more in the fall?

Pool lighting matters more in the fall because the evenings get dark early. The US Naval Observatory puts Austin's sunset at 8:36 p.m. on June 21, 6:44 p.m. on October 31, and 5:43 p.m. on November 1, the day daylight saving time ends. By December 21 the sun is down at 5:35 p.m.

A pool that is easy to enjoy after work in June sits in the dark by dinner for most of the cooler months unless it is lit.

What does an LED pool light do better than an incandescent one?

An LED pool light uses far less electricity and lasts far longer than an incandescent one. The US Department of Energy's consumer guide to energy-efficient lighting says LEDs use up to 90 percent less energy and last up to 25 times longer than incandescent bulbs, and that most LEDs are dimmable. The same guide notes that an incandescent bulb released 90 percent of its energy as heat and only 10 percent as light.

Long life counts for more in a pool than in a house. A pool light sits in a niche in the pool wall, and changing it is not a job most owners take on themselves.

How bright should pool lights be?

Pool lights should be bright enough to show the water and the shape of the pool, and no brighter. Brightness is measured in lumens, not watts: the US Department of Energy explains that a watt measures electrical power while a lumen measures light, and gives the example that a 1,100 lumen LED replaces a 75 watt incandescent. Since 2011 the Federal Trade Commission has required a Lighting Facts label on bulb packaging listing lumens, energy cost, expected life and whether the light reads warm or cool.

More is rarely better around water. Water and light plaster reflect, so an overlit pool looks flat and throws glare across the yard.

Warm white, cool white or color-changing?

The choice between warm white and cool white comes down to Kelvin, the scale color temperature is measured on. The US Department of Energy explains that higher Kelvin numbers look cooler and bluer, and lower numbers look warmer, closer to the yellow of an incandescent bulb. Underwater, a cool white makes the water read crisp and blue, and a warm white gives a softer glow.

Color-changing LED pool lights add a third option: white on an ordinary night, a color for a party. The deck and landscape lights around the pool are where local rules start to apply.

What do dark sky rules mean for a pool in Liberty Hill?

Dark sky rules in Liberty Hill leave the lights inside the pool alone and regulate the lights around it. The city adopted its outdoor lighting ordinance on August 10, 2022, by a 5 to 0 council vote, written to position Liberty Hill for International Dark Sky Community status. DarkSky Texas lists that designation as granted in July 2025, alongside Jonestown in January 2024, Bee Cave in April 2023, Horseshoe Bay in November 2015 and Dripping Springs, the first Dark Sky Community in Texas, in January 2014.

Liberty Hill's ordinance, as adopted, exempts underwater lighting of swimming pools and similar water features. For the deck, landscape and cabana lights around a pool in Liberty Hill, it sets these limits:

  • Every outdoor fixture that is not exempt has to be fully shielded, meaning all of its light falls below the horizontal plane through the fixture's lowest light-emitting part.
  • Color temperature cannot exceed 2700 Kelvin, and fixtures below 2500 Kelvin are encouraged.
  • The light source cannot be visible from any other property.
  • A residential property is capped at 25,000 lumens per net acre of lit area.
  • String and bistro lights over a deck are exempt only if each lamp is 50 lumens or less, the whole installation is 6,000 lumens or less, and the lights are rated at 2700 Kelvin or below.
  • Small fixtures of 200 lumens or less can go unshielded, as long as the source is not visible from another property.

Timing matters as well. Under the ordinance, outdoor lighting attached to a project that needs a building permit has to conform, and the permit application carries a lighting plan listing each fixture, its Kelvin rating and its lumens. A pool build or a renovation with new deck work is that kind of project. These limits are from the ordinance as adopted in 2022, so check the current code with the city before buying fixtures.

The lights in the pool walls are exempt. The lights around the pool are the ones that need a plan.

Timers, apps and the five principles

DarkSky and the Illuminating Engineering Society publish five principles for responsible outdoor lighting: light should be useful, targeted, low level, controlled and warm-colored. Controlled means timers or motion sensors, so lights dim when they can and switch off when nobody is using them. Warm-colored means keeping blue-violet light to the least amount needed.

Pool automation makes those principles easy to keep. The Pentair and Jandy systems Trinity Pool Construction installs run the pool, spa, lights and features from one app, so deck lights can switch off at a set hour.

Adding LED lights to an existing pool

Adding LED lights to an existing pool is usually a retrofit, because many older pools already have a light niche that can take an LED fixture. Trinity retrofits existing niches or adds new ones, along with deck lighting and landscape integration, as part of our custom add-ons work. If the pool is being drained for a replaster or renovation anyway, that is the right time to add a niche where there was none.

On a new build, the niches, deck fixtures and automation are planned with the pool, and the lighting plan a city like Liberty Hill asks for comes out of the same drawings. Trinity Pool Construction can look at your pool and your lot and lay out lighting that looks good from the water and stays on your side of the fence.
